I would like to confirm the fact that the .cnf files are missing from
the 4.0.20 distribution for windows.

This is regardless of the fact that .cnf is some sort of speeddial
association in windows.  

Windows will not show the .cnf extension even if you have the hide
extensions option turned off. You actually have to edit the .cnf file
association or delete it to make the extensions show up.

The .cnf are simply not in the distribution. Open the zip and look. They
are not there.

Hopefully, they will make it back in to the next release.
