GCC can be compiled with a K&R C compiler, as can GNU make.

If you don't have _any_ compiler, then yes, you have a catch-22.  But as
I mentioned, there are various repositories of pre-built versions of GCC
for just about every system, including HP-UX.  These are good enough to
at least bootstrap you.

I'm certainly not arguing that it's not silly, I'm just saying that if
you reject every Unix vendor that doesn't provide a nice ANSI C compiler
as a standard component, you're left with a very short list these days...
