Hi Ahmad:

I use CodeCharge Studio to develope aplications in PHP and MySQL. I
haven't had to much complains, and you can make a whole app in a couple
of days. Is not too expensive as well. Is very useful specially to
create the forms.

When I have to hand code, I use Eclipse. OpenSource and Free.

For a nice looking reports in Java for the project I use Eclipse BIRT.
You will need a Java server like Tomcat to display the results, but is
worth. OpenSource and Free.
