You should put

SET FOREIGN_KEY_CHECKS = 0;

at the biginning of the dump file.

Or you can execute this command in the mysql command-line client and then use SOURCE
command to restore tables.

SET FOREIGN_KEY_CHECKS = 0 turn foreign key checks off for the current session.
