You can use SHOW INNODB STATUS command to see latest InnoDB foreign key error message.

Most likely in the dump file child table is located before parent table. Use SET
FOREIGN_KEY_CHECKS = 0 command to turn off foreign key checks.

SET FOREIGN_KEY_CHECKS = 0;
SOURCE dump_file;
SET FOREIGN_KEY_CHECKS = 1;
