Sure, it does. You go to "Form Properties", select "Custom script" as the
target, and tell it the value to put in the "Action" and "Method" fields in
"Options". You can add hidden fields in "Advanced". Or just use the "HTML"
tab at the bottom of the window and type in the <form> tag yourself. These
are instructions for FP2000, but the process is similar for earlier
versions.

There are no Front Page extensions or built-in CGI things (aka. WebBots)
that do MySQL, but you're not at all prevented from using custom CGIs.
