Subject:Can't create IP Socket (10106)

I got this error with MySQL 3.23.25 on Windows NT 4.0 SP6a when I was trying
to connect to a local database server via PERL/DBI or JAVA/JDBC.
NetAdmin and SQLFront and other tools worked fine with IP connects to the
same database!
I switched to Windows 98 and everything worked fine. But I need to get this
running on NT!
Is any help for me out there???

PS: The IP implementation seems to work within WinNT (Internet a.s.o works
well)
