That's great if you're looking for the 3.23 beta. But since this 
release starts with the preamble...
"Note that this version is still in heavy development and may have 
bugs... "
people may want to download 3.22 or 3.21.
These releases don't appear to have the windows binaries in the list.
Sorry if I'm completely out to lunch on this one...
