qmake passes the first test: it can generate VS2010+ project files. 
qmake in Qt 4.8 on my system supports VS2003 through VS2012.  The 
current code repo for Qt 5[1] doesn't have a VS2013 generator, but there 
is a third party one[2].

I don't think I'll spend any more time looking at qmake, though, unless 
I run across showstoppers in both CMake and SCons.
