It means exactly what the following paragraph says:
"This is different for every platform, but it’s usually the case that
you don’t get thread-aware builds by default. Depending on the
platform, you might need to change compiler options, linker options,
or both. See your development environment’s documentation, or study
how MySQL++ itself turns on thread-aware build options when
requested."

For Linux that means using -pthread when compiling and linking.
