The configure script can usually find the MySQL files all by itself.   
If it fails, see the configure script flags discussion in README- 
Unix.txt, particularly --with-mysql.

I mean download the source code tarball (.tar.gz) from http://tangentsoft.net/mysql++/ 
  and build the library that way.

Yes, I know, and that repository version is very old.  MySQL++ has  
come a long way since 2.0.7.
