It seems that there is some problem with either my environment variables,
mysql dev build or mysql++.... I do not have the time to debug it now....

I downloaded the simple MySQL (windows and not windowsx64) and it works... I
do not know why though... unfortunatelly now, since MySQL is installed in
"program files(x86)" the test apps cannot find the libmysql.dll unless I put
it right next to them... path settings do not matter...
