Is there a localtime_s?  (I can check this myself, but won't do so 
immediately, so you might get to this before I do.)

If so, let's just make MinGW use the VC++ case.

You may know from reading the Wishlist that I am already toying with 
making Boost a MySQL++ dependency (for portable mutexes), but it's such 
a complex library that I keep putting it off.  Lots of potential 
benefits, but lots of potential pain, too.
