Some question about Mysql 4.1.13 packager

Hi, 

     I meet some questions about Mysql4.1.13 when i install it in
Redhat9.0.
 
     1.I use "MySQL-server-4.1.13-0.i386.rpm(11.7M)" to the OS:
         I have found there is no the command "mysql"and "mysqladmin" in
/usr/bin  after i execute rpm, so  I can not  change the root password,
and there is only the database"test" ,no "mysql" in databases.
 
    2.I use"mysql-standard-4.1.13-pc-linux-gnu-i686.tar.tar(29.6M)" to
the OS:
      I  have found the database"mysql"and "test".After executed
"scripts/mysql_install_db" , i got the error"Starting
MySQL................................... ERROR! " when i used the
command "support-files/mysql.server start".
