If I understand you correctly, you want to write a relational database 
management system with a graphical front end that interfaces with MySQL.

These are my suggestions:
1. Read the manual.
2. Read the source to the client programs.
3. Download some of the other GUI front ends and read their sources.
4. Start with something simpler.
