Although I'm not familiar with PERL this seems like your trying to pass
binary data without encoding it first. PERL treats it like characters
and it's not MySQL that borks, it's PERL. Just fixing up your
apostrophes isn't good enough.

I do not know what to do to get your data into a useful format in PERL
though.

Actually, I passing it like this

insert into blah values ( '$pic' )

where $pic has the binary contents....
I have also tried converting all ' to \' in $pic, that doesn't help.
