upgrading from 3.22 to 3.23

I did a test install of Mandrake 7.2 and I noticed that the Mysql
version 3.23 is not in /usr/local/mysql and I can't really find where
the mysqladmin is located.  I also noticed that the data files are not
in a data directory but in /var/lib/mysql?  so my question is can I
simply add all my data directories from my older mysql program to this
location including the replacement of the mysql data dir?
