Are you using a seperate database server which gets the load of 12. Or
do you have a server which does all the work.

If the latter is true, you should consider to install your web server
and the database server on seperate machines. It's a relatively easy
to archieve (only one line to change in your PHP scripts and a
standard system installation) and you get your load splitted.
