Where's the load coming from?  Is MySQL consuming most of the CPU time?
Is it httpd?  (I assume you have PHP cmpiled as an Apache module, if you
don't - that's a major issue!).

If it's MySQL, all I can suggest to you is either pay for extended support
(if you get 7 million hits a day, a couple of thousand dollars don't sound
like too much) or try to optimize your queries and schema.

If it's httpd, wait a couple of weeks until PHP 4.0 Beta 1 is out, it
should give you blazing fast performance in comparison to PHP 3.0 (of
course, you'd be risking yourself with Beta software, but it's a
production-quality beta).
