Subject:PHP vs CGI-PERL

I'm new to PHP3 and usually use CGI-Perl to write my scripts for Mysql.

Just learned how to create .pm files that hold universal variables and
cookies and
wondered how PHP3 connects to Mysql??  Can you still use DBI??  is there
no need for that anymore.
Can PHP3 do the same thing that Perl can ??

Can you write PHP3 scripts that do the same thing that perl does with
DBI? and does
PHP3 have any limitations??

Don't really want to stir up trouble just curious if I should change
over and learn a new language??
