About use of cookies with mysql

I use PHP and i have a Web Page in page that calls the SetCookie function.  When i open a
page that has to read the Cookie, the cookie is not read when the page is called without
some kind of POST variables.  But if i call the page again with some POST variables the
cookie is called.  

If somebody knows the way in which the cookie always is send to the page...
