Tagged ascii format

Hiya y'all,

I'm a newbie trying to package a PHP-MYSQL project for a client. He's a
book distributor, whose records will be modified every month from a new
CD-ROM. 
The information will be in "tagged ascii" format; does anyone know a
good website where they explain to boneheads like myself just how to
create and modify MySQL tables automatically from a "tagged ascii" file?
