Not every technical problem requires a technical solution. It seems to me this
is a
perfect opportunity to EDUCATE your users. Tell them that you use cookies, how
you use them and why you use them. Show them an example of the cookie stored
on their machine, and tell them how to view the cookie. My experience has been
that if they want to purchase something from the site, they will agree to the
cookies if you explain to them why you use them. (If they are so worried about
privacy that they won't allow cookies on their machine, what makes you think
they will give you enough information to complete a sale anyway?) If they have
any questions, point them to outside sources of information, such as
http://www.cookiecentral.com.
