right, the above will only change the default for new columns
added later, but existing columns will keep their current
character set and collation.

  ALTER TABLE tbl_name
    CONVERT TO CHARACTER SET charset_name
    [COLLATE collation_name]

is needed to change the default *and* all already existing
columns
