The command sequence ...

> mysql> create database hadooptest;
> mysql> grant all on hadooptest.* to 'hadoopuser'@'%' identified by '123456';
> mysql> quit;
> mysql -u hadoopuser -p
> Enter password:

works fine, so your problem is due to something other than these 
commands, possibly other entries in the mysql.user or mysql.db table.
