You might be hitting:

"Important
The inline REFERENCES specifications where the references are defined as part of the
column specification are silently ignored. MySQL only accepts REFERENCES clauses defined
as part of a separate FOREIGN KEY specification."

Ugh, that seems quite right. Now, why did they do that?

A separate specification is less convenient, and also less transparent.
