You mention the Windows installer has Hung. I have seen this before...try killing the
process with task manager and then log into your server via the client.

  Tammie,

You might just try resetting the root password
http://dev.mysql.com/doc/refman/5.1/en/resetting-permissions.html#resetting-permissions-windows.
