The host of '%' denotes all hosts accept 'localhost'. Therefore you usually require two entries for each user: CREATE USER ben@'%' INDENTIFIED BY 'ben'; CREATE USER ben@'localhost' INDENTIFIED BY 'ben'; Does this help?
