You can convert it using iconv:

There's a Win version available if you don't already have it:
http://gnuwin32.sourceforge.net/packages/libiconv.htm

Be sure to edit the CHARSET refs in the dumpfile, though:

sed -i "" 's/latin1/utf8/g' dump.sql
