  SELECT
    tolerance,
    MAX(CONCAT(IF(Partname='A', Cycles, '' ))) AS PartA,
    MAX(CONCAT(IF(Partname='B', Cycles, '' ))) AS PartB,
    MAX(CONCAT(IF(Partname='C', Cycles, '' ))) AS PartC
  FROM table
  GROUP BY tolerance;
