It's there.  "alter_specification" can be "table_options", and 
(looking at the "CREATE TABLE" syntax) "table_options" can be a 
single "table_option", and "table_option" can be "PACK_KEYS = 1".
So the syntax is just

   ALTER TABLE table_name PACK_KEYS = 1;
