Try this:
mysql> GRANT ALL ON *.* TO 'root@localhost' IDENTIFIED BY 'password' WITH
GRANT OPTION;
Note the ' before and after root@localhost.
However it is a bit unusual that you dont get an error 1064 - wrong sql
syntax. How did you install the mysql server (rpm or tar.gz ) ?
