Please have a look at the MySQL Reference Manual!  E.g.

See chapter "5.3.5 Foreign Keys" and "8.3.5 Using foreign keys".

Or quoting a paragraph from chapter "7.6 CREATE TABLE syntax":
| The FOREIGN KEY, CHECK and REFERENCES clauses don't actually do
| anything. The syntax for them is provided only for compatibility, to
| make it easier to port code from other SQL servers and to run
| applications that create tables with references.
