Sometime you have to, storage considerations, etc.  I think logical deletes
are nice if you are "deleting" user accounts, etc.

I would say if we are talking about something that has already happened then
restoring a backup is the way to go.  In the future archiving the data in a
more controlled manner is a possibility (should you have the means and the
storage to do so). It should be said that you certainly don't want to backup
all information before you delete, think of the overheads!, but transactions
supporting rollback would be nice.*

There are other ways to hide data in db's which will remain recoverable
without resorting to backup which might be more recent than you wish
anyway.
