claro que es posible, t=FA debes tener problemas de permiso, aqui
yo estoy conectando desde mi maquina windows a un servidor linux:

E:\servers\mysql-4.0.15\bin>mysql -h192.168.0.75 -umiguel -p
Enter password: ***
