can you increase the DATA_CACHE? 

If have seen this once too here on our system but it didn't impact
performance.

Check with

# x_cons <SID> show active 1

what the DB is doing...

You can configure the DB so that no logs at all are written, this will make
inserting/deleting/changing faster (in DBMGui Change LogMode)...
