java-mysql-j/connector problem

Hello,
I am using jdk 1.3 and mysql 4.1.8 and j/connector 2x
i am getting the following error when i run my java program
 
" Communication failure during handshake. Is there a server running on localhost:3306? "
 
my mysql server is running on port 3306 it's sure,
 
could u plz tell me is mysql 4.1.8 version is support j/connector 2.x
or is it problem with jdk 1.3 version,is it need to upgrade my jdk1.3
 
plz . this is somewhat urgent,
can anybody help me?
