Bug Reporting (sorry for the dupe)

Is this the proper list for bug reports for the JDBC driver?

Actually, I was interested in perhaps fixing the bug myself, but after
looking around the mysql.com web site I couldn't find the usual "How to
Contribute" docs.  Is the Connector/J still considered an Open Source
collaborative project?
