To be more exact; It will make it accessible as soon as 4.0 goes to
beta. (Which will happen very soon).
The reason it's not accessible is that the code in 4.1 is not yet
reviewed and is not usable even for a test system...
(We don't want to have bug reports for code we don't know ever will be
used)
