In particular, whatever user you're running the tests as has to have  
at least read access to all the files.  Unpacking the tarball as that  
user just happens to force that user to own everything, and thereby  
be able to read everything.  Configure and building "rootness"  
shouldn't matter.

I'm sorry for the confusion.
