I can speak to the utility of this. W3C's cogs are greased by phone
bridges and IRC and email. For most of our working/interest groups,
IRC provides all of the spontaneous communication. The downside is
that it is easy to get distracted solving other people's problems, but
this usually turns out to be for the greater good.

It's really fun to work closely with others without it imposing a
dress code.
