Reassign when creating internel note

I'm running eventum 2.3 and cannot see an option anywhere to reassign when 
creating an internal note. I see some old posts saying it was in an SVN 
version but they are from a couple of years ago. Am I missing something?

Also, is there a direct way to create an e-mail without creating a draft first?
