2.3.1 rows per page

The behavior of "Rows per page" appears to have changed in 2.3.1.

In 2.3, it remembers whatever I set "Rows per page" to when the page
auto refreshes or if I click List Issues.

In 2.3.1, it seems to force you to 5 rows per page when the page auto
refreshes or if I click List Issues.

Any suggestions on how I can get the behavior back to that of 2.3?
