This was a bug Joao fixed a little while back but must have forgotten about.
It will be in 1.4 or for now you can open templates/en/navigation.tpl.html
and replace line 14 with "{if $current_role >= $roles.reporter}".

We don't have a set date, but I am hoping for next week.

On the problem you had with releases not showing up on the create issue
page, what are the dates for these releases? A release must have a date in
the future to show up.
