Fatal error: Class 'DB_Helper' fix-charset.php on line 10

I am having the exact problem outlined here:

When I download and run:

I get the error
Fatal error: Class 'DB_Helper' fix-charset.php on line 10

I searched the entire code base for the class 'DB_Helper' .. it is not
there.

It's not part of anything in pear.

So, what is the secret ?
