Please keep in mind that with a modification like that, form still
accepts field modifications ... if you're working in an hostile
environment where you can't trust your fellows, maybe change environment

joke aparts, i don't see a real need to implement a customizable RBAC in
updating issues, but if someone do, i think it's easy to develop using
existing perm infrastructure.
