File Uploads larger than 1mb

We are just getting started using eventum, a major feature for us is the 
file upload. Like in this <http://lists.mysql.com/eventum-users/841> 
post files that are larger than 1mb fail. On upload, the upload window 
goes white and when the issue page is refreshed it shows uploaded 
entries without filenames. I have tested up to 817Kb with success and 
1,438Kb fail. We are running PHP 5.2.6, Apache 2.2.8, Eventum 2.1.1 on 
Windows 2003.

Anyone know how to fix this?
