Maybe you should create 1 project for each module instead of having
multiple modules in a single project, that way you can have default
users assigned for when issues are created from email or anonymous.
Also you can have a different set of assignable-users for each project.

The reporter-user would have to select the project, instead of some custom "module"
dropdown.

That if issues in the modules can be independent...

Lets say we have a project A. 

What I like to do is this: 

Project A has many "modules" and every "module" has a maintainer who is in charge of it.
Lets say we have a module "Help".

When someone has a issue with the Help module, they select "Create New Issue", then
select a Module: "Help", fill in all the other required fields and submit the Issue to
Eventum.

The "Assignment" field is filled automatically. It gets the module maintainers name (I
can be changed, if needed).

As simple as that :)
