I'm having the same problem in one Eventum 2.1.1 installation (the other works just fine),
although not on windows but on FreeBSD.

Tried to login with different accounts but it won't allow to access the feed.

Could this be server configuration?

RSS - looks a little scarier:

I had the same problem and was able to get it to work by disabling NT
Authentication completely from the site.  

Open IIS, go to the properties of the Eventum Site, select Directory
Security, Edit Anonymous Access by clicking Edit, Uncheck "Integrated
Windows Authentication" (Mine has no boxes checked on bottom half.  Only
"Anonymous Access" is checked.

This has been working for me for many many months with IIS.
