cc'ed addresses & notification list

Hi!

We observe that cc'ed addresses of e-mails used to create new issues are
not automatically added to the notification list of the issue. It
therefore happens quite easily that a customer's colleagues are not kept
in the loop as intended by the sender.

Is this by design or simply a lacking feature?
